Security alert texts are sent out by the UN to their staff and selected NGOs in Israel and the occupied Palestinian Territories. The alerts would mainly be about clashes between ISF and Palestinians, 'security operations' or other major incidents and served as a (relative) up-to-date window into local events that would precede news report. Unfortunately, the general Palestinian population doesn't have the benefit of this but several small communities have developed their own alert system if their homes, villages and camps are facing an Israeli military incursion.
